Licence positions

Each register we hold is either offered for free download, offered through the store, or not offered for redistribution. Here is how that position is set, where it stands today, and the current list for each.

How a licence position is set

A register's licence position is meant to follow its publisher's own terms. Those terms decide how the register is offered — Crown does not assign a licence position independently of what the publisher has said.

  • The publisher's terms are recorded

When a register is added, the terms the source publisher has attached to it — an open-data licence, an attribution requirement, a redistribution clause — are recorded against that register.

  • The publisher's terms prevail

Where a publisher's terms are more restrictive than Crown's own data licence, the publisher's terms govern that register. Crown's data licence supplements, and never overrides, what the publisher has set.

  • The register is offered accordingly

A register whose recorded terms require or permit republication is offered for free download, credited to the publisher. A register cleared for commercial redistribution is offered through the store.

Crown does not sell the underlying public record. Fees, where charged, are for the convenience of collecting, cleaning, matching, refreshing and delivering it — never for ownership of the data itself. See the Data licence for the full terms, including how a publisher's own restriction takes priority over Crown's.

Recorded policy: “Free download of public source data, credited to each publisher. Commercial use at scale is covered by a Crown Intelligence licence for the convenience: API, merged records, refresh, support.”

Current status: — of the — registers offered for download have no publisher terms recorded yet. They are offered under a default rule for public-source data while their terms are reviewed; the “Recorded policy” column below shows which. To be provided: the recorded terms of each of these registers.

Publisher terms on every register

Every individual source page names the register's recorded policy, where one is on record, and links directly to the publisher's own terms where one is on record. Open any register on the source register to see its recorded policy and terms link.

For the standing notice that applies across every register — attribution wording, currency of data, how to report an error — see the Source Attribution and Disclaimer notice. It works together with the Data licence, which this page summarizes.
